Stephen works with floodplain managers, building officials, city officials, scientists and Sea Grant partners to provide information and training related to flood and storm resilience. He holds a master's degree in city and regional planning from Clemson University and a bachelor's degree in history and urban studies from Furman University.
Before joining the Mississippi-Alabama Sea Grant Legal Program in 2014, Stephen worked as an AmeriCorps VISTA volunteer for the New River Gorge Regional Development Authority. He has experience with a number of public groups including regional planning agencies, city governments and heritage tourism groups.
